Solar ATAP Malaysia: How the Scheme Works

A plain-English guide to Solar ATAP, Malaysia's rooftop solar programme that replaced NEM, how it credits your exported energy, and why it's the gateway to the SuRIA Home rebate of up to RM3,000 plus the up to RM4,000 Astern Technologies extra (up to RM7,000 total).

Solar ATAP (Accelerated Transition Action Programme) is Malaysia's rooftop solar scheme that lets homeowners install solar panels to cut their electricity bills. It replaced the Net Energy Metering (NEM) scheme on 1 January 2026 and is administered by SEDA Malaysia. Installing under Solar ATAP is also the requirement to claim the SuRIA Home rebate.

What is Solar ATAP?

Solar ATAP lets domestic and commercial users install rooftop solar and connect to the grid through TNB. When your panels generate more electricity than you use, the excess is exported to the grid and you receive credit for it. This lowers your monthly bill while supporting Malaysia's target of 70% renewable energy capacity by 2050. The scheme is run through SEDA Malaysia's online eATAP system, with TNB handling grid connection.

How Solar ATAP replaced NEM

The previous scheme, Net Energy Metering (NEM), closed to new applications in 2025. Solar ATAP took over from 1 January 2026. The key difference is how your exported energy is valued:

What is the SMP export rate?

Under Solar ATAP, the energy you export is credited at the System Marginal Price (SMP) — a market-based rate that changes over time, rather than the fixed one-to-one offset NEM offered. In practice, the biggest savings come from using the solar power you generate directly, with exports providing additional credit on top.

How Solar ATAP links to the SuRIA Home rebate

The SuRIA Home rebate is built on top of Solar ATAP. To qualify for the RM3,000 rebate, your system must be commissioned under Solar ATAP with TNB by 31 December 2026. So Solar ATAP is the scheme you install under, and SuRIA Home is the cash rebate you receive for doing so.

In short: Solar ATAP = the rooftop solar scheme. SuRIA Home = the up-to-RM3,000 rebate for installing under it. You need the first to get the second.

The benefits of going solar under Solar ATAP

  • Lower monthly TNB bills by generating your own electricity.
  • Earn credit for excess energy exported to the grid at the SMP rate.
  • Qualify for the SuRIA Home rebate of up to RM3,000, plus the up to RM4,000 Astern Technologies extra (outright purchase, T&C apply) — up to RM7,000 total.
  • Long system lifespan — quality solar panels typically last 25 years or more.
  • Increase your home's value and reduce your carbon footprint.
